Restrict answering to this time period

Not commonly used, this can prevent access to an activity to before/after a certain date, or within a window.
This is different than restricting course access, as the learner will still be able to access the course homepage, and access their grades and logs.

If a learner is restricted by these settings they can still review previous attempts, but cannot submit a new one.
